A New Approach to Weekly Hill Updates: Congress is starting to dig into the details of the reconciliation process, necessitating a new approach to our weekly Hill Update. Going forward, we will continue to distribute this update every week that the House or the Senate is in session. But details will be limited to the floor schedule, notable Committee hearings and markups, and occasional other news relevant to the Congressional day-to-day operations. More detailed information relating to the intricacies of the budget reconciliation process and other legislative issues will be provided by individual attorneys to their clients. Legislative Update
Heading Into Passover/Easter Recess: After concluding their work this week, both chambers will recess for two weeks for the holidays, returning on Monday, April 28.
The Week Ahead
House: Last week, the House unexpectedly recessed on Tuesday, following a failed attempt by Republican leaders to kill a move by Rep. Anna Paulina Luna (R-FL) to force a floor vote on a bipartisan bill to allow new parents to vote by proxy. The Speaker and Rep. Luna reached a compromise over the weekend, allowing the chamber to resume floor action.
The House will vote this week on measures carried over from last week’s schedule. The No Rogue Rulings Act (H.R. 1526) would limit the authority of federal judges to issue nation-wide injunctive relief; the Safeguard American Voter Eligibility (SAFE) Act (H.R. 22) would require proof of citizenship to vote in federal elections; and two resolutions would disapprove of Biden administration rules issued by the CFPB, one relating to overdraft fees charged by large banks (S.J. Res. 18) and the other expanding oversight of digital payment platforms run by nonbanks (S.J. Res. 28). All will be brought to the floor under a rule, requiring simple majority support for passage. As discussed above, the chamber could also vote on the Senate-passed budget resolution.
The schedule also includes nine measures under suspension of the rules, requiring two-thirds majority support for passage. One of those bills relates to Capitol Police Week events in May, and the others relate to veterans’ affairs issues.
Senate: The Senate plans votes this week to confirm Trump administration nominees. It may also consider some resolutions to disapprove of agency rules finalized in the last months of the Biden administration.
